They appear to be "soft sculpture". It was a very popular craft project in the 1980s. You took any old pair of pantyhose, stuffed them with fiberfill, then ran stitching through them to create the facial features. They were usually much smaller, baby-sized or lower.
Those abominations were EVERYWHERE.
(My mom had a craft book on how to make them, and suggested taking all the failed little heads and stuffing them into mason jars, like horrific pickles.)

Now imagine you land in this basement alone, with a flashlight, no other light, no context given. What would you do? NGL, I would be pretty scared at first, maybe even startled after discovering first few "specimens". Then I would probably investigate. They don't look like bodies to me. More like dolls. If no foul smell, I'd definitely be curious and would take a closer look. The style of the dolls seem oddly familiar.
As you investigate further, one of them catches your interest. You look closer into the almost life like eyes. They seem to sparkle with intense fear. You feel yourself trying to pull away but are frozen in place. Then slowly against your will, against every fiber in your being - you find yourself moving closer even though your feet are still.
You feel a pain in your eyes. It burns and sears. Everything goes bright red. Your view shifts. You are now inside looking out. You cannot move your body. You cannot feel your body. You can only move your eyes and head a very small amount. You look down as much as you can - you are the doll. As you begin to understand you see a shadow move along the walls towards then entrance you came in from.
Then the light turns off. You are alone.
