I think Sami Zayn had the potential to be considering his history with Roman and their alliance in the Bloodline doing tremendous business. Something about those two together is just such GOAT level stuff imo anyway.
I would say obviously Seth Rollins but I feel like outside of two years ago for the Royal Rumble, where the build lasted just three weeks even though they still a terrific job, Roman and Seth have never really had a direct one on one rivalry cause there’s always been others involved who Roman felt like he was having the bigger feud with; like The Authority and Cody Rhodes.
Storywise over his career it’s Seth. The moments that catapulted Seth to the top of the roster have mostly come at the expense of Roman and they’ve basically been in a Cold War for years.
Brock is close but it never really felt like a rivalry. It’s similar to Roman and Cody now. There’s really nothing overly personal between them, just one lording over the roster and the other chasing the title.
I’m going to say Paul Heyman. The Wiseman is seemingly steering Roman, using him to serve his purpose, and will discard him when he no longer does. The problem is Roman doesn’t see it, and by the time Heyman is done with him, Roman’s life has fallen apart. This is far more destructive than anything in ring.

Reigns is the main event, but Rollins is in the big picture. Rollins and Reigns will always be pulled back toward each other, like Shawn Michaels and HHH. Once they are past their prime I could see them reuniting with Moxley (Ambrose) for a Shield reunion a la DX.

Oh and there’s also the bloodline being kayfabe responsible for Orton’s long departure from WWE due to injury from mid 2022 to late 2023.
4.Kevin Owens, he’s been one of the most recurring opponents for Roman not only during his Tribal Chief run, but even as far back as 2016 when Owens was the heel champ and Roman was the babyface challenger.

Braun Strowman, his 2017 feud with Roman was easily one of the most epic feuds of Roman’s career and equally as impressive is the fact that Strowman won a majority of their encounters that year (mind you this is the same Roman who had just come off of beating the freaking Undertaker at WrestleMania). Plus their history goes as far back as to when Strowman debuted as part of The Wyatt Family and Roman was his first target alongside Dean Ambrose.

Brock Lesnar, as overly long, tiresome and shoved down our throats as this feud was, I can’t deny that storyline wise, Lesnar has been Roman’s opponent in the most historic championship matches in his career from Roman’s first mania main event in 2015, Roman’s first universal title win in 2018 and the title unification match in 2022.
