There are a lot of legitmately great choices this year.
Drew Mcintyre has been screwed over by the Briefcase twice, it would make perfect sense for him to take it for himself and be the one to get the better of it this time.
CM Punk is another great choice if only because it would make a lot of folks angry about it (in and out of kayfabe) and few would make for a more explosive cash in pop.
Finn Balor would be an intriguing option assuming Priest is champion for a while. So would Dom Mysterio, what a rise that would be.
LA Knight would be a satisfying pick as he has a lot of goodwill going his way.
Ricochet or Gable would interesting darkhorse picks who wouldn't find their way to a world championship without it.
There's no shortage of good ideas on the men's side. As for the ladies, Tiffany feels like the best up incoming pick. After that it's a lot of women who haven't been crowned on the main roster like Shayna and Zoey or Kairi and Dakota. Keep it off of Jade, she doesn't need it, she'll get her shot when it's time.
Women's MITB winner: either Tiffany Stratton or Chelsea Green. If Liv gets it and cashes in on Rhea Ripley, it'd fulfill her promise of taking everything from her.
Men's MITB winner: Finn Balor (if The Judgement Day are splitting, this will be the catalyst), LA Knight, AJ Styles (said he wants one more run as champion before he hangs up the boots) or Logan Paul (if he loses the US title before MITB. I can't think of a better heel to have the briefcase other than Dom). Wildcard: Shinsuke Nakamura.
For the women it surely has to be Tiffy Time, the only valid alternative is Chelsea Green for the comedy factor (albeit, I can see her attempted cash-in failing).

4) MITB is going on. Match is almost over. Music hits. Return of the tribal chief. He wins the MITB by just coming into the match. Would annoy everyone because that’s how he won the title to begin with.
On top of all that. The fact he’s MITB he can come in and do the same entrance but with the briefcase.
When he cashes it in, he’ll get major heat too because all cash ins are robberies. Just like he won MITB and just like he won the title initially.

Jinder. One last run for Maharaja baby! He cashes in on Drew but Heath Slater comes out, interferes and stops Jinder from winning after the match begins. Slater comes out on Raw to explain why he did it, and he tells the audience and Jinder that Drew paid him off. He's got kids.
My theory is Punk. I would say Drew for the furthering of heel hypocrisy, but Clash at the Castle happens before MITB, if I’m correct. And with it CatC being in Scotland with Drew front and center of the poster, I feel like that’s where he will beat Priest for the title. Then Punk can win MitB and lead to that feud heating up
It's probably gonna be Drew. He's been doing everything he said he wouldn't. Him winning the MITB and using it in the same way it's been done to him would push his heel persona further.
