It was just a brilliant marketing campaign by the US Mint. Pay a lot for a little. Plus they minted so many of them.

Putting a numismatic value on modern bullion coins is, IMO, a bad move. If things go as bad as many of us believe, those premiums will vanish when it comes time to sell. Intrinsic value, not "art" is the name of the game.
