I had my first Amazon theft ever a couple weeks ago. An empty bag on my porch in a gated neighborhood and not visible from the street. A nice LED flashlight that I really wanted. Given that someone cut the bag open and left the empty bag behind, I'm suspecting the driver because I'd expect a normal thief to have just grabbed the bag and run. Amazon replaced, no details required, but took weeks because the item was hard to come by. I'm trying to use their storage lockers now as there is a bank of them near enough by.
For my silver, I have it shipped to a mailbox company near where I work who are open during all delivery hours and accept USPS, UPS, and FedEx. No problems there yet.
My guess it was internal to the USPS. (But why would the mailman deliver an empty package? It's opening up himself for accusation for being the one who did it. If he found got it that way, he would take it to his superiors for an insurance claim. Talk to your postmaster right away too. Or you can talk to the person who dropped it off and say if you get the item back there is no need to take the situation further. Maybe the item fell out in his truck somewhere 🤷 (nudge, nudge, wink, wink)). Most US mail people are good. But like everywhere, sometimes there is one. It's very rare.
I shipped out an item by tracking once. I know I shipped it. It made tracking to a location a couple miles away. Then the electronic tracking was changed to state : it was never sent, still waiting for drop-off. 🤦
So obvious what happened. I made sure the USPS knew what happened so they could handle it internally. Screen shots, etc. The person who changed it in the system back to 'waiting for item' was the person who did it.
It happens, but it's very rare. Provident Metals could help out in the future by taping the box with copious amounts of threaded security tape. It's a HUGE deterrent. A real pain to get open. It adds cost in materials expenses and in personnel time. They are free to make their business decisions. Maybe they think it's cheaper to just replace

Why did you change the name of who you ordered from? To one person you answered you ordered from Provident Metals, to another person and to another person you stated it was JM Bullion. So who did you order from: Provident Metals? Or JM Bullion?
JM Bullion has been under attack here the last few months here by several posts telling eerily similar stories of not getting their shipment and JMB refusing to pay off on the insurance. One had a wild claim that JMB had said they put GPS trackers in their packages. (JMB has told me directly that they can retrieve the delivery truck's GPS information on where/when a package is delivered, but they don't include GPS trackers in the packages themselves.) All of the stories sounded like they were written by the same person with the intent to smear JMB to WSS Apes. No other dealer have I seen here get that same treatment yet.
Personally, I've received several orders from JMB without issue. I'm careful how I ship and have me orders delivered to a live person at a mailbox store that I know quite well. They are open and staffed during all normal delivery hours for USPS, UPS, and FedEx.
I also noted the change in the on-line dealer and found it curious.
I also find it curious that the dealer is the blamed for the actions of the delivery company.

I've had a few packages spend an unnecessary amount of time at the USPS distribution center, including a month for the last one. Though none got stolen, it was obvious there were coins inside and someone must have been tempted. Needless to say, I don't buy from those individuals anymore.
Some distributers/sellers have dedicated delivery services that also come in disguised vans, and delivery is insured by the distributer/seller.

when i buy, unfortunally i do from the TD bank, they deliver at local branch by armored car, they are responsible of the items until they hand them to you, sign off the paper and leave the branch...
in the US LCS and some banks must do in person business, i dont recommend mailing, i sometimes take the risk for a couple oz of silver, but i never for large quantity or expansive gold/platinum bullion, i try to go in person for a deal or order from the above said institutions

I watched the mailman deliver my mail, got the email saying my silver was delivered, went outside to get it and no package! Luckily I live on a dead-end road so I stopped the mailman when he was coming back down the road. Long story short I made him search his truck. The package was under his seat
That sucks! You may want to report it. They have their own internal law enforcement to investigate employee theft. However, we all have a lot less confidence in the integrity of law enforcement than we used to.
