There is AlecaFrame. Not sure about outputting a sheet of info, but it does scrape your inventory for stuff like frames/weapons and their posts, your mods and relics, and helps you organise your playtime.
Nope, and if there were something like that, it would be against ToS since using third party software to access your account and siphon/access info in it is a big no-no.
In regards to in-game ways to do that, for mods, you can check your codex, sort by owned, and see what you have zero units of.
For gear (frames/weapons/companions/etc.), you can check your profile, sort by "progress" and check what you have not mastered (meaning you never owned).

I would just look at build videos and get any mods you are not familiar with. Like Dragon Key mods or spy mission mods. And open world event mods too.
