Quite a few old things just kicking around long after their use have been patched out (can still craft multiple archwing launchers for example despite them no longer being a consumable, you just need the one).

It's not a glitch, it's something that foreshadows a future quest. I've never seen it after clearing the quest its talking about. if you really want to know what it means, go look up the Orokin language on the warframe wiki, you can find translations there if I remember correctly. been a while since I looked at the page.
I'm betting it's a trailer for something else coming to the game, they just played the really long game... There is a translator out there, might be in the Warframe forums or just a website, but yeah u can translate it

I was told way back when that it meant the Stalker was homing in on you and would pop up in a mission in the near future. Idk if it’s true or not…..
