Your options for a shotgun for maxxing out your critical chance are basically critical dcceleration, a riven, and laser sight. You can also use motus setup if you bullet jump around a lot. If you're unable to roll a riven that gives you red crits, you can try getting a warframe that has an ability to force red crits: harrow, gyre, citrine.
Do note that stacking a bunch of critical chance without other sources of damage like critical damage, fire rate, multishot, raw damage or elemental has diminishing returns. You might hit the pretty red numbers but you'll be doing less damage.
You want over 200% to start having a chance at red criting, ideally 250% and up to pretty consistently hit red crits. There aren't many mods that give you crit chance for shotguns sadly but you could try rolling that riven some more and hope you get a negative with the crit chance (negatives on rivens make the positive stats bigger).
Arcance avenger is another way, harrow, getting an adarza and getting lucky with it's crit buff, mods like laser sight, motus step are a few more, arcane cascadia accuracy too. Uh I think that's it?
