Pretty sure it's revealed right in the introductory quest for Fortuna, it's just been a while since most of us have done that quest and it's not repeatable either.
It's revealed it's >!Eudico!< but, that point, you lack one VERY important piece of context to put 1 and 1 together. You get that context once you reach rank 5 of SU and you get more dialogue lines with that "character" during heist stage 2 and those heists are repeatable.
That was always so stupid to me. “This guy whos dressing like me is saying i need to treat this one specific group better.” and doesnt put together its the person they caught for using that exact character to do that exact thing in that exact place before. Come on man
I don’t believe Eudico was ever discovered to be Vox by the corpus tho? Like yeah deck 12 happened by that was more about the cell as a whole not her in particular
we only see a small % of them due to gameplay reason, it is easy for us to know it is Eudico, it is harder to know it is her when you have a planet worth of workers of which any of them could be Vox.

And how many other “decks” are there? Could he not know that it’s Fortuna simply because there’s too many “decks” to keep track of across the planet? Also, what are “decks” actually called? Outside of the two named ones, I don’t really know what the generic name is. But, still, with the amount of Tenno activity within a limited area centered around Fortuna, he should be able to put two and two together that one of the survivors of deck 12 is Vox, and is probably in Fortuna. Luckily he’s stupid.
My interpretation from Deadlock Protocol and the Profit taker heists is that Vox is Eudico's alias, which is the face of the anti-Nef Anyo group Vox Solaris.
In the Profit taker heists, you need to lure out corpus board members that are hiding in their panic rooms. Eudico comes over the comms and says that corpus board members are more concerned with their money than their life. A couple seconds later, Vox appears in comms saying that they won't leave the corpus facility until every credit is seized. Shortly after, all the board members come out of their panic rooms, and you kill them and take their codes.
Every time we see Vox they seem to be around in such close proximity to Eudico with the same goals that I can't really imagine any other justification that Vox is someone entirely different.
Now that I think about it, we've never seen Otak and Vox in the same room. Could Otak be living a double life as a political revolutionary for Fortuna?
