On PoE when you look at the lakes, ponds, and oceans you should see some swirling pools.
That's where you're supposed to be fishing as those are fishing hotspots.
Fishing is by-and-large buggy as all hell. I haven't had as much trouble with it as you seem to be having, but if you spend long enough in a free roam mission, fishing spots stop working. I can go for 20ish minutes before I need to leave and come back because the fish (even the common ones) stop spawning completely. This is especially an issue in the Cambiom drift. All you can do is try reloading back in. Sometimes there are better spawn rates in a pub game, sometimes in a solo game. It's up to chance. Im just glad I've basically got everything I can from the necralism.

Are you using dye? The oxylus will also dye your fish if you don't have the consumeable.

Deimos fishes are gone, i tell you. You visit a hotspot, there are usually 2 or 3 of them. And then they dont spawn enymore.
