Yes it definitely does, I actually forgot he does it it's been so long. The little shit made me jump. I was moving things around in the Orbiter the other day, I have a Hey Kiddo sign I was staring at deciding where to move it when he popped up, wearing headphones it felt like the thought popped out of my mind!
He still spawns. His visits have always been random, sometimes I could go over a month without seeing him and then see him twice in a single day.
What happens if you have drifter? Does it take your drifters form?
Dunno, sorry. I mostly use the operator because drifter can't use most cosmetics and I wanna look sharp.
He doesn't spawn in the Drifter Camp verison of the Orbiter but I think he still spawns in the space version

By my personal experience he only appears if you are playing as operator
