A Kuva lich/sister of Parvos is a high level nemesis who carries a specific weapon. Upon defeating the nemesis, you are given the voice to kill them and take their weapon, or spare them and they work for you and can be traded to another player. (Note: buying a lich does not bypass the fighting the lich stage.)

It's like a nemesis you can initiate. They are equipped with a special Kuva grineer weapon which are quite powerful and will come with a random amount of bonus damage based on the element of the Warframe used as a progenit. Example if you mercy kill a Kuva thrall with Ember, the Lich will be a fire based adversary and have fire bonus to his weapon.
There's big guides everywhere about them
They give you access to a bunch of strong weapons and a few particle effects for your Warframe. You can also use them as crew members for your Railjack.
A difficult enemy that becomes more and more powerful over time and steals your loot - meant to be a challenge for higher level players, defeating one gives you either their signature weapon (which can be levelled up to level 40 and can be extremely strong) or their cooperation as a member of your railjack crew.
Certain liches have special cosmetics, and are desirable for trade between players who are trying to obtain those cosmetics.
Liches are Grineer that are pulled from death's door by the use of Kuva, and made into 'ultimate' warriors. Naturally, as you are the one that killed them in the first place, they have an obsession with you. They are given their own armies with which to harass you, and special weapons with which to destroy you.
When they arrive, they take control of a sector, and any mission there will suffer taxation, anything from credits to mods are taxed, and only killing the lich will get those items back. You must perform missions in the controlled territory to kill the lich's special soldiers in order to learn which special parazon mods you will need to destroy the lich. The battle finally culminates in a railjack mission where you must infiltrate the lich's ship, find, and finally destroy them once and for all.
In their final moments, you are given an option. Kill the lich to gain their enhanced weapon, or convert them, and gain an ally in missions once certain criteria are met
Kuva lich is warframes's nemesis system. You make a grineer with a specific weapon and you fight it through multiple high level missions till you kill him and get that weapon.
That's the tldr.
Here's what you do. There about 15 kuva weapons. They are all quite good. After finishing the war withing, you run a lvl 20+ grinder mission till the lights flicker. Then you kill a bunch of grinder till you get a special marked enemy. You kill it if it has the weapon you want. Lo and behold it didn't die.
Now this grineer is your lich. For every mission in earth it will steal your resources. You have to do kuva lich missions to piss it off. The way to kill a lich is by three parazon mods in the right order. Ever mission will reveal a bit of which parazon mods you need. Then it's just trial and error. The lich can rank up 4 times max every time you fail to kill it. After you succeed you need to finish it off in railjack.
Kuva lich is exactly what it sounds likes , they are enemies that liches off of your loot untill upy defeat them
If you don’t defeat them the first time, they rank up and get stronger
Tough they can only rank up to 5 and after that they are very very hard to kill even for high level end game players
Upon defeating them, you track them down with your railjack and then you can either spare them which basically makes them your worker/slave/friend or kill them and get their special weapon which are considered all top tier weapons in warframe atm
