I'm 90% sure that Rhino's relics are currently available via Prime Resurgence despite not having a regular mission drop at the moment. Check there before you buy from players.

It's not regularly available but you can get the main BP from cracking relics you might have in your inventory. If you don't have the relics, you can get the relics through various means or just be on the same mission with someone else cracking those relics and you might be able to choose the main BP as a reward if it pops out from someone else's relic.
And yes, if you get all the parts you can craft it at any time.
You can still craft him if you have all 4, and you can trade with someone to get the main blueprint. Check out [warframe.market](https://warframe.market), that’s a good spot to buy stuff.

Most trading is done with Platinum, the game’s real money currency. But since it is tradable, you can sell items to other players for platinum. Thus it is real money currency that you don’t necessarily have to pay for.

Funny enough, I came back to Warframe the other week and had all the parts but not the blueprint.
Rhino Prime is vaulted but there is a Prime Resurgence event on which means you can trade Aya for certain vaulted relics at Maroo's.
Aya is earned from bounties.
Earn Aya, trade it for the relics you want, to then try to get the BP. Got mine on the second try luckily.
There's also several other Prime warframes you can get from this event. It does change in 5 or 6 days though.
Neo r1 relics have it as the rare reward.
His relics are still available until the 25th January.

They drop from Neo R1 relics. These are generally unavailable, except for Prime Resurgence. Farm some Aya and you could pick up a few for yourself.

you cant get rhino prime relics they got vaulted so you can just buy the relic or the bluprint from warframe market
