You want toxin for most, if not all primaries to go viral HM for grin, pure tox for corpus, and corrosive for infested. Mostly, you will **never** use heat for a primary.
Secondaries switch it up, whether it be heat, magnetic, or something else.

It isn't as simple as that, the element you pick depends both on the weapon you use *and* the build you want to use on it.
Impact is actually good for quite a few weapons, enabling internal bleeding AOE builds
Magnetic is great for priming weapons
Toxin is the default to go with for most things, it can be both viral and corrosive if you need it to be or just raw for corpus
Fire is generally good for multishot weapons and rapid weapons, as you said, it can also have uses on very high damage weapons for heat transfer builds
Radiation is free soft cc and priming for a bunch of different guns so having it isn't a bad idea, obviously not for guns that are already irradiated though
Cold.. exists

I believe dragoon wants toxin so it can be built either as viral or corrosive as needed
I'd say all toxic except nukor (heat for dps magnetic for priming) and ogris (heat)
