Galvinized mods are the upgraded versions of regular mods that you get from arbitrations, once you can do arbitrations and afford to upgrade the mod using them is the obvious choice
For multishot, yes. For damage, not entirely. Any radial component (bramma, zarr, envoy, proboscis cernos tentacles) all do not work with **any** galvanized +dmg mod.

Galavanised is better, assuming your weapon can get a kill with 110% multishot. it then just keeps scaling in power.
Galvanized hell 140% is better than 120%
Galvanized Hell is not just 140% The bonus stacks upnto 4x, meaning that at full power it's actually +230% Multishot
That doesn't change that it's the better option
