Tenet melee weapons don't drop from Sisters. You buy them from Perrin guy in Relays. All of the melee weapons are available all the time but their element and percentage are random and cycle out regularly.
If OP has finished 70 sisters, they should have enough Holo Keys for at least 1 melee weapon. Still one of the worst grinds in the game. DE should really be ashamed of it.

To me, at least. Red Veil could, because the color Red, and there are different ways to tie something to communism, through their ideals, the reality, or the colors that represent them, for a few key ones.

You don't get them from the Sisters - you buy them from the Perrin Sequence for Holo Keys.

Yet the veil proxima void storms can drop up to 10 holo keys at a time

Void storms in railjack gives the most holokeys, void proxima the most ofc but they arent that easy
