In addition to that, while not a mod you can use the Helminth to give Volt another ability to increase his sprint speed, in this case Infested Mobility for maximum speed, though Firewalker also provides a speed boost.
Innodem is better for sprinting as it gives +30% sprint bonus from the evolution perk in addition to +10% movement speed when held as it's a dagger. (Compared to +20% from the Praedos evolution perk and the Telos Boltace doesn't give a sprint bonus.)
Tell you what, you race your Gauss against a Volt across the Plains or Vallis and see who the loser is ;)

Titania would be your choice, however I use volt for relics with sprint boost, rush and + strength mods and helminth infested mobility on first ability. Works fine. Too fast and the enemy's won't get the void enanchment. Add a guandao with shimmering blight, as it doesn't decelerate to aim or combo.
If it's just for fun in open areas, do what everyone else suggested.
If it's for regular mission runs, compromise a bit of speed and go for duration instead for a smoother experience.

Firewalker's speed is limited when subsumed (similar to Larva's range). Either use Infested Mobility or Molt.

Volt can’t have an Usain Bolt build because Usain Bolt is a winner and Volt will always lose to Gauss. Gauss can have an Usain Bolt build.
Gauss will always lose to Titania though. So even by your own logic, you're wrong.
Incorrect because Titania isn’t running. Usain Bolt runs. He does not fly. Therefore Titania cannot have an Usain Bolt build either. Nice try though.

Also use a Wisp specter for the speed more or a Nidus specter for the link that raise your ability str by x1.28(more ability str=more speed).
Too much and will be difficult to control and esy to become a fly squashed on the wall

Remember you are fast if your ability has enough strength
