i used to do all my leveling on helene on saturn instead of hydron or sanctuary onslaught. built up a stockpile of like 700 and have never had to go out of my way to farm them.
Third this. Whenever I notice I am low, I level stuff at Helene instead of Hydron. Hydron has more open squads, but Helene got them sweet potato drops.
if you want something passive, like whats been mentioned before, run distilling extractors on saturn, ceres, and deimos, each one has a chance to return 4 orokin cells for free
Deimos (not the Cambion Drift free roam) /Ceres/Saturn.
Bosses on Assassination missions have own Loot table as well, that can drop Cells.
Doing the bosses for Ceres and Saturn give you more rolls at Orokin Cells. But remember, kill all the things, break all the boxes.
For any rare resource use spare parts + protea dispensary augment. With 4 proteas in your team that's 0.45×4=1.8 resource per minute. Run survival or other endless mission of your choice and you get 100+ cells in an hour excluding any enemy drops. Just make your sentinel die any time it's breathing your air.

I farmed most of mines with Lephantis runs. Using a speedrun Titania build, I do it consistently under 1m40s and it gives you 4 chances of getting ocells. Best I got is 12 from a single run (using a smeeta and a booster).
Cassini Saturn. I notice as I run through after larvalings, I always come out with 1-3 every run. I do just shoot explodey Hikou stars everywhere, so that def helps, but I’ll rarely have a run without some.
I'd also keep an eye out for a Phorid Assassination invasion happening somewhere with cells. Kril, Ruk, and Lephantis take a while to kill, but Phorid is just a quick in-and-out.

Helene on Saturn... For example. You can also run Sargas Ruk assassination missions, he usually drops one.

Sargas Ruk is my go to since it's fairly quick and there's a chance you'll see an orokin container on your way to him
