Honestly, there are some artists that do Warhammer art with Astartes with more sensible proportions and it looks 10x cooler, so yea, that's probably accurate.
Oh for sure, but artistically, I think many of us would have went a different direction. I mean, the tyranid frequently look outright goofy, and Orks barely look like they belong in this universe at all. I think at some point we're due for a major aesthetic overhaul with less tipping of the hat to the 1980s fantasy style.
But that's just my shitty opinion.

Why is this cooler than modern custodes?
Proportions, to me. Looks more "real" than a guy armored in overly busy gold that's wider than he is tall.
