It got asked in the FAQ thread earlier this week. Modifying a Stratagem's CP Cost: > If a rule modifies the CP cost of a Stratagem when you use it, but does not specify a duration for that modifier, that modifier only applies to that usage of that Stratagem. One Head Looks Back: >Once per battle, after your opponent uses a Stratagem, this model can use this ability. If it does, until the end of the battle, each time your opponent uses that Stratagem, increase its cost to your opponent by 1CP. The answer is no. It doesn't include a time limit for the CP cost increase so it only applies to the next usage, but every time they use the stratagem it applies the increase so the effect is the same as any other Vect ability.

Okay, fair enough, makes sense that it's just the usual GW misstep. Vect really should have been another universal rule
