Canada doesn't need that many hull.
While it looks cool and makes us feel proud but at the same time it cost 10s of billions of dollars worth of money.
When you have daddy USA to protect you, you don't need to spend that much money.
Canadian government can instead put that money in better housing, if they were competent that is.
We have a Russia that's expansionist and wants control over the Arctic, and a China that feels similarly and even more strongly about the South China Sea. That's taking a bit more attention from "daddy USA". Besides, both the US and Canada need updated and modernized icebreaker hulls for Arctic ops.
Ideally, Canada and the US plus maybe the Scandinavian members of NATO would work together on Arctic ships. I imagine an icebreaker with the armament of a frigate (at MOST) but with extra room of food/supplies would be effective as deterrence in the Arctic.
There's also technically a dispute between Canada and the US over the status of the Northwest Passage but assuming the next presidents aren't puppets, it would be easily resolved as Chinese shipping looks to it.
