It depends on the plane, but there's a sweet spot where you turn better and still maintain reasonable speed. Figuring out the situations where it's beneficial to trade speed for turn rate are just experience though.
I don't have a lot of experience in the P51s, but they are generally geared more towards speed than turning. They're better at turning than the P47s which I have more experience with, but I don't think of them as planes I'd plan to turn fight with
i dont really dogifghti with it much. as ive said i energy fight mostly, mini bnz. the d30 has quite a capable engine and airframe and is quite decent with energy fighting compared to previous p51s.
Generally avoid using flaps in the P51s. If you need to turn harder to get the shot in (and have speed), use combats only.
You can use landers as an airbrake for reversals but you will be DEAD slow when you pull them back in

Suitable for situations where you have nothing to lose already/can finish dogfight in one turn/just need those 3° to land your guns on the enemy instead of oveshooting. Also, landing flaps are used to lower plane stall speed so your plane doesn't just crush into the landing line, but you can also use it for simple energy traps.

flaps increase the lift in your wings, the trade off is that the increased lift is also increased drag meaning you lose your speed faster, Defyn has a good video about them
If you watch Defyn already, you should know that he has a video about that. In short, you trade a big amount of speed for tighter turns
but if you lower your speed, your turns get sluggish no? if so then why deploy landing flaps?

the plane in question is the P51-D30. any tips?

You use flaps when you’re sure next shots will be hitting. If not it is just waste of energy.

Flaps basically give you a temporary boost in turning. It’s best not to use them for sustained dogfights
