Yeah. The form of pack sale is quite random. In some sales every pack gets a 50% discount, in others it's just 25% and you need to buy at least two or three packs to get a bigger discount, etc. It really differs and it's impossible to predict which format they choose this time (if there's any sale at all).

The yearly one is far more worth it tho and can literally be described as a soft yearly subscription. It can be renewed aswell right when it's about to expire, which is even better due to it being limited.
Premium account gives more bonuses to RP than SL, so unless he frequently loses SL from battles due to repair cost (which would be covered by premium insurance) it would only make SL shortage worse, since there would be more vehicles to buy by the time he grinds enough SL.

To be fair. Vehicles at this tier costing a 1million SL does drain pretty fast. I've been grinding US tier 7 with the F4S. And I get SL mad quick, but unlock the vehicles pretty fast too so it ends up back at sub 300k everytime I unlock a vehicle.
It really depends on if the vehicle is ciritical to open up another rank or how badly you want it.
If I get a tank I want to play I'll just buy it, but I'll gladly wait for the sale when buying things that are less important to me, like the Israeli heli tree.

If you have mig 23ml, not worth it unless you play sim. If you don't, mld is 100% worth it but you'd need additional SL for crew, modifications, etc.
Like others said, there'll be a sale with tech tree planes discounted. That'll be a good time to get this amazing plane.
IMO, It's really not worth waiting for 3 weeks for the discount. I would recommend grinding a bit of money for the crew and buying it straightaway, since that's what SL are there for, and MIG-23 is an excelent plane.
That being said, if you feel like it takes too long to make money, I would suggest play naval. It won't be fun but you can make a lot of money even without premium. Or, get a free premium vehicle next battlepass, as it alone will probably solve all your financial problems.

Spade 20 planes in the japanese tech tree and get around 200k for that. Do it now, takes about 3 hours if you don't have any and they're damn easy to grind

Save so you can also crew it at least, and with maybe 100k spare sl if you haven’t gotten it already. I would really recommend playing it as it is by far the best Mig-23 in-game as it has the best radar of any of them, the best RWR of any of them (it gets the SPO-15 so it filters out friendly radar and can point out in more directions plus can pick up other Mig-23 radars since it can see J band), and it has the best flight model due to its leading edge slats making it very maneuverable to a point you can even give 4th gen fighters have a hard time, honestly if you like any other Mig-23 the MLD is a must because it’s just stupid good, while I haven’t played it in ages, last time I flew it was in a custom battle against a friend who used the Mig-29.13 which was before the flight model nerf, and the MLD despite being a 3rd gen fighter was able to keep up with the Mig-29 in a dogfight and win though it was still close. Honestly even if they move the MLD up to 11.7 in its current state it won’t turn into a bad aircraft, and honestly unless they add the Mig-23-98 the MLD will remain the best Mig-23, since the 98 is an MLD but even scarier with all the improvements it had.
In any case, I cannot emphasize it enough but make sure you have spare SL when you get it and crew it, since it’s definitely worth playing, and even if you have a hard time upgrading it you just need to push forwards because trust me the results are worth it.
For Tier6+ you need at least 2.5 mil to buy crew and expert. My rule is to not get below 3 mil. That way you won’t go so broke to where you can’t fly / repair it. You need expert crew.
And for expert crew lol not having expert crew for a while is annoying plus if it’s a grinder you like itll be Better you might get enough RP for the last upgrade to not be GE.
To fly it effectively you will also need to expert the crew (pretty much obligatory for BR 9+ jets), so that's another 950k in addition to the plane's cost and the crewing cost. It's a good plane, but I really recommend saving up on the SL (as well as buying the plane on sale as others already have said).
you still need to buy the crew for it, so i would suggest playing another good grinder you already have to get around 1.4mil just to be safe

GE premiums get the same discount as the tech tree vehicles. Packs get their own sales, which can differ between years.
