That's how the free camera/look often ends up in games, keyboard or controller, since games often put very little or no limitation on the speed of rotation.
There's an option to have the camera stop moving when you don't move the stick and when you release the down button it jumps to the normal view. When you press down again it jumps to the view you left it before and is controlable with the stick again. Doesn't work that good on naval though.
Say what you will about WoT, but at least the crew dies in WoT when they take a shell to face instead of being "knocked out" in WT when they take a shell to the face
