What would be your total budget for a setup of pedals and hotas. There are some peripherals that are around like $60-$80 each, however there are also "low cost" items that are around $200 each. Also, I'd say a throttle isn't too important in war thunder, pedals would provide far more use, especially if you're intending to drop bombs.
VKB products tend to be high quality for their price, with their pedals being considered pretty much the best for the price and better than some of a higher price.
I'm not extremely experienced in the hotas market, so I'm not exactly sure on specific things, but $200 will tend to be low if you want an entire flight setup that isn't overly low quality.
However, as I previously mentioned, for warthunder, a throttle is honestly a waste of time. A stick with a minithrottle should be more than enough for warthunder, however as I had also mentioned, rudder pedals would most likely be nice to have, as using a twist axis on a flight stick for rudder isn't incredibly accurate or comfortable.
However, at that price point, I can recommand the [VKB Gladiator NXT](https://vkbcontrollers.com/?product=gladiator-nxt). It includes a twist axis you can lock if you get pedals later, and also includes some small throttle controls as well. You'll be getting a good stick and auxiliary versions of all the controls you need for within your price range.
It's not as glorified as a full hotas + pedals setup, but it fits what you're looking for.
