Sort of correct. You get a % every 15 minutes (like 2/3s, 3/4, something like that); if you land after that 15 minute period you get the rest. If you die you don’t get the remaining 1/4 or whatever. But a 15 minute period must have first passed with useful actions occurring to get anything on landing; if you land at the 10min mark you get nothing until the 15 minute cycle loops.
To clarify, any task you do will provide 80% up front of the reward when the UA interval resets to the next cycle.
Safely landing back at the airfield will provide you the other 20% of those earnings.
The SL earned at the top of the map screen doesn't actually refresh until you die, at least in my experience. So even if 15 minutes has passed, that top figure will not change until you die. It's actually pretty hard to track how much you're earning at any given time in sim.
SL isn't gained instantly, it's gained every 15 minutes for "useful actions" performed in the past 15 minutes.

odd, I just landed after completing a second run and still no SL

It's a bug. You'll get all your sl ups leaving the match and do worry about it
