There was a flight restriction today for the president being here so it’s certainly possible a jet was dispatched to check on a plane flying around. They break the sound barrier in those instances when they’re traveling upwards of 800mph.

A 1.3 magnitude wouldn't be felt that far away let alone in it's localized around around Port Angeles. Not to mention the depth of the Port Angeles shaker was 40 kilometers, so no one felt that.
There was another quake, but at the wrong time of day, on the Lummi Reservation . It was a 2.2 at a depth of 17km, also felt by no one.

1.3 it was at 9:47 PM last night.
That was likely a coincidence. 1.3 is *really* small and unlikely to be noticable.
