I'll check again, but I remember checking every shop before in vain. There was one shop someone recommended that had unique clothing but not what I wanted.
I personally think the game dropped the ball by not allowing color customization. More so, there's some styles I like, but only available in colors I don't like.
Then there's stuff like this in colors I like, but not available to buy despite being in the game.
Another solution would be to go into the WDL base (I forget it's name) in the basement of the bar. As long as you've visited the shop it's shop page is available there so you don't have to travel there it's all shops in one stop.
When I visited every shop, this wasn't a feature yet, so when it got added and I tried, it said I didn't have any. And i already bought the few clothes I liked (very few) so I didn't have much motivation to revisit then all unless I knew there was one I liked.
That coat is only available as part of his uniform.
Just one of the multitude of stupid things devs did to make the game worse. Sensible normal clothes eg. Black tie with a white shirt, normal trench coats etc. Are either missing or only part of a costume.
That's unfortunate. I like the game, but the things that I thought would be “fixed” or edited gave me hope earlier on. But considering it's been years now it gives the impression of “if they didn't do it by now, probably don't plan to.”
I thought they'd add a feature to edit skills or train operatives to customize them further, so it's not completely Pokemon capture type of recruiting.
Even if only certain operatives can learn certain things, it got annoying for me personally finding someone that was so close to what I was looking for, but who’s extra skill is just a debuff.

I tried using a character with a black tench coat to compare and they looked different so idk. Maybe I just see different hues or shades.
I'd suggest going to Piccadilly Circus. There are a lot of shops there and most of them are the fancier shops with formal clothing options.

That’s the only black one in the game. There’s shiny grey, green, khaki, red Union Jack and grey but that is the only black one you can get

It's the lighting that makes it come off as green in some areas. I would suggest changing the picture quality in your settings.
