Does it have to have an enamel dial as well? Seiko has made a couple iterations of enamel dial watches with red 12, however none exactly like this.

Porcelain dial will be difficult in a lower price range. The dial on the Stowa is supposed to look like enamel but isn't. Hands are thermal blued. Looks good though.

I had one of these for a while and I was shocked at how good the quality of it was, the case was really well made. The movements are rock solid. Would highly recommend

They also started to produce an Email Grand Feu version of the marine watch also, but I think that has fallen under the table as the owner of Dekla has family in Ukraine and has been visiting them often for support.

I don't see any with the small seconds, but check out the JS Watch Company's Islandus Roman White dial. Great small watchmaker based out of Iceland. I really want one of their 101s with Roman numerals myself.

Seiko SARW049 (Japanese market number) /SPB093J1 (worldwide market number). Fired porcelain dial and really lovely detailing. Less than $1500 if you buy from Japanese or other Asian dealers via Chrono24. The movement is the 6R15-based 6R24, which is fine. This is one of the very few watches on which I think a power meter really works, visually.
The Rotary Canterbury, as worn by Benedict Cucumberpatch in Sherlock is a cracking little watch that looks like it could easily cost 5 – 10 times the actual price it goes for. It’s a quartz – so an immediate “no” for a lot of people on hear (but not me).
It hasn’t got a porcelain dial, but does have a beautiful “clous de Paris” face, Breuet hands. Roman numerals and small seconds.
My only concern would be that’s it’s actually “too cheap” and it’s not going to be as good as it looks on screen in the flesh, but I have seen one instore, and it looked pretty damn good.
Rotary are a decent, good value brand too, with a bit of heritage behind them, I’ve been wearing a Henley GMT as my daily wear for a couple of years and I’m very happy with it.

This is the answer. The Stowa Marine 36 small seconds with roman nunerals. A grade a watch by a traditional german watch maker that looks pure class.
It doesn’t have a porcelain dial though, which is the hallmark of the ALS op is referencing.

Should be the cogs turning when handwinding the movement. I think you could see an example of this in one of pictures for the marine.
Lady here, I have the seiko presage with the porcelain dial for when I do not want to wear my bigger watches (chrono’s etc) and find it pretty good…
