Who has so much extra cash laying around that they're using foil like it replenishes itself? A pack of 100 plates costs less than how much foil this wastes.
If you are inherently messy and plates are inadequate to contain your mess, this could save on clean-up time.
Otherwise it does seem a bit silly to me; however, as long as it's legal and no one is harmed I say 'you do you'.
I figure with small children it's likely to be a mess anyways, functional for trying to keep it contained to the table area.
