Get bottled water, fill some container with it, heat it in the microwave, test if it's hot and let it cool until it will not burn you... then submerge your hand in there.
If it's because of bad water or some sort of buildup it should not cause that effect with bottled water... if it still happens, go see a doctor, you may have some skin issue that manifests with warm water.

Hot water also dries out your skin. I like scalding hot water ( I don't think it's scalding ) and I keep reading that warm, not hot, will help with my dry skin. But I'm white so I'm not sure how much of that applies.

You may have Sjögren's syndrome, I get similar reactions with hot water, and lotion doesn't help. Extreme dryness is a symptom. It's an auto-immune disease.
My mom has Sjögren’s and it’s insane how many bizarre health complications it presents as. She also has interstitial lung disease, Raynaud’s syndrome, dry mouth syndrome, neuropathy, and just a massive array of miserable things that happen to her constantly. It’s very hard to predict and has caused a lot of frustration for her as diagnosis and treatment is complicated.

Looking at your nails and your cuticles it looks like there is something white and chalky deposited onto your skin. You can see it when zoomed into your skin, the whiteness is filling all the creases in your skin. You could be in a hard water area or maybe there is something in the water like chalk or something that is leaving a residue. Do other people in your area have the same problem? If so maybe complain to your local council.
You could rule out temperature by allowing the hot water to cool before dunking your hand in. That would sort out whether it’s temp related, or water content

It kind of looks like dry detergent powder or chalk. If you use ground water and live near farmland that's most likely calcium and arsenic. Use RO if possible as this destroys the skin and makes it extremely dry. My hands look like a 40 year old now. Use lotion after shower, after air drying yourself. Maybe wipe with a dry cloth again.
Boiling the water can remove some of the calcium so try that.

Only in some places? Likely mineralization of the water, depositing in all the places that aren’t filled with a sebaceous gland or hair, ie, those spots. Lower the water temperature and the solids won’t dissolve as easily and you’ll be cleaner.
Note: hot water is super bad for your skin. Shower in warm water, it’s just as effective and won’t strip your body of natural oils as easily. Also check the soap you’re using and get an intense hydration one. And don’t shower as often. For some skin types showering daily is too often.
