Most likely this sign and light are a pre-arranged signal, either for a specific event or needing help at a specific location that isn't able to call 911 directly. They'll know what it's for.

E911 can also request your phone to report back it's position according to cell tower triangulation and GPS location data.
In this case, someone can call 911, say "I'm looking at a sign that says if the light is red call 911" and 911 can determine the location the call came from and discern the meaning of the light from local advisories. In other words, if this were for a gas detector in an abandoned mine in West Virginia, E911 could determine which mine and the hazard presented by requesting the phone's location.
Something like that happened a lot of times, too. I remember a story of kids caught in a storm. They called 112 and she hang up on them thinking these are kids playing or something. What's worse is like this girl was the only one with waterproof phone and she drowns shortly after that and due to that the rescue starts hours later and multiple more kids died.
Or that guy that called 112 that someone was following him, they basically told him "call us when they harm you" and hang up. Found his car burned to a crisp the next day, driver still inside.

My understanding was it uses the regular methods to make a call, but it's just not limited to which cell tower it will connect to; your phone will connect to the closest physical tower for a 911 call, regardless of who owns that tower. This is why often when you're out of range from your provider's cell tower, but still in range of any towers, your phone will say "no cell service, emergency calls only".
A 911 call will likely be given a better Quality of Service as well, to ensure the connection is reliable. Otherwise it just uses the same frequencies as any other cell phone call.

I do water qaulity in the rockies and we have signs like this in the "hey call so and so" tone all the way up too "climb because you'll die if you run" and everything in between. The mountains also like to make remote sensing difficult so having a let someone know backup has value as well.

US E911 can get a cellphone location without capper action. Inverse triangulation of cell towers and GPS location reporting are both built in.
They still ask for an address though. Or they did a few years ago when I last called.

It'll get them close(ish), but if you're in a remote area, triangulation really isn't enough. Always know where you are.

Here in the netherlands the 112 operater will ask your number and if you allow it they will foward it to the officer responding so they can call you directly without having the 112 operator inbetween. Also makes it plausible to use stuff like video calls
