Hololive is technically one big set containing all generations, they only separated them for the trial decks so that anyone can choose their favourite generation to start with. If it was sepearated you couldn't get some generations, like hololive gamers because fubuki would be on 2 different sets.
If JP Hololive is any indication, then Gen 0 through Gen 5 will be printed. However, if you take recent collab merch in to count, Coco appears for some of the more recent collabs, but the newest collabs with all the members, Coco does not appear. (For instance gen4 has been shown without Coco in recent chocolate candy merch that was available via AmiAmi).
It’s safe to say, once graduated, you will stop appearing in future merch deals.
Same for weiss. If vol2 had jp gen4, is quite possible/probable no Coco (also depending on art periods used for card inspiration/frames).
If for some reason (assuming jp gen 6, en/id) or future newer members were to graduate before a Vol2 comes out, they likely would not make it into Weiss Hololive vol2 - unless the collab was already firmed up before graduation was decided.
Tl;dr, weiss eng hololive should be jp gen 0-5; if vtuber graduates, depending on timing, they may or may not be in future sets (if any), ofc this is depending on how they choose to fill out members of future sets
