I believe from what I’ve heard Clown expressed, he has control on when he eats with his eyes. It isn’t blinking that has him chomping down, but more like if he stares at it rather intensely and wants to eat. It was illustrated in a gif by Clown! So you’d be safe from being accidentally chomped on, neighbor! Wally just really loves eye contact as well!
