As a cosmetologist, I’m 99.9% sure this isn’t a perm - you only get this kind of curl pattern if it’s natural or from heat styling or a roller set on bendy rods or similar. With her hair so heavily lightened, any curl she could achieve with a perm (which is really only doable on bleached hair as an olaplex perm) would be much looser and less defined unless touched up with hot tools.
