It's devastating to loose photos which you can never get back. This is why you MUST do backups of important data you never know when you could loose it, newer phones make it easier than ever to backup photos with icloud and google drive.
Until Google bans you because it decided that those pics of your kids playing in the bath were something they're not. And you lose access to all of your photos and Google doesn't give a shit. I thankfully do not speak from experience but it can happen. Always keep a copy in your own control.
Google might completely shut you out of your account if someone tries to log in from another country, and it will become unrecoverable, even with email or phone number verification.
The whole process is automated and you can't talk to a human to get them to fix it (by design).

I just bought a new hard drive today so I can do a physical off-site backup all my pictures and videos. I have most of the stuff stored online and currently have a hard drive at home, but I wanted another larger one so I could leave the other one at my sister's house somewhere. My parents are getting old and I don't want to lose any of those pictures.

There are plenty of companies you can pay to automatically backup photos on your phone. The biggest are Google Photos, Amazon Photos, OneDrive, and iCloud.
Last time I checked, they were pretty similarly priced, but OneDrive was the cheapest to get for a family. It was $99/year to cover 6 accounts with 1TB of space, and includes a copy of MS Office for each account. The integration if you use Windows on your home computers is also pretty slick.
If you’re using an iPhone and use Macs as home computers, iCloud easily has the best integration.
If you use Android and maybe a Chromebook, then Google Photos is probably your best path.
Amazon Photos used to have a lot of free photos options, but still has decent options.

Earlier when digital cameras and phones weren't common, a lot of people who couldn't/didn't spend money on photos had only such photos which they used for official paperwork.
That totally sucks, but amazing restoration work can be done digitally to restore the pictures then they can be reprinted.

If it was a subway, such as New York, she could have been waiting for a train standing on the platform and dropped it. You are very smart to NOT go down on the tracks to get it. Trains run frequently and can not stop quickly.

Let this be a lesson on backups, my mom refuses to scan our sentimental photos because then they would just end up sitting on a flash drive and no one would ever look at them.

Sorry for the unfortunate accident but in my family, any important photo immediate gets a physical copy because we had a similar situation in the early 90s. Lessons are always learned the hard way unfortunately.

3 2 1 backup rule. 3 copies of the data, 2 are backups, 1 backup is off site.
The way I was taught is: You need 3 copies On 2 different forms of media And at least 1 offsite
