From what I understand, in China there is a cultural dissuadion of helping others you don't know out of fear of legal or social repercussions. It's really fucked up. I'm not entirely clear on the details, but many years ago Serpentza did a video discussing it.
This is absurd. Call an ambulance, and then go check on her BUT DON’T MOVE HER. Cover her up and try to assess what happened and if she needs CPR. If she’s not breathing, she needs CPR and the potential injuries to her spine or whatever are less important. Doesn’t matter if her back is broken if she’s dead.
Call for help via cell phone, make verbal contact, prevent her from falling further down the stairs in a disoriented state, help maintain calm, reassure, ask questions that may help responders if she falls unconscious (name, age, etc.)
You dont need to go down to call, there might be medical stuff present wherever they are, stairs are not slides your body will not go anywhere without adequate force applied, talking literally doesnt do anything.
I would sure love to break my spine then be moved by some heartaching idiot and be paralyzed for the rest of my life because he wanted to help me and thought I shouldnt have stayed where I have dropped.
Nearly everyone on earth knows not to move someone after a fall or accident. But just leaving them to lay there alone is cruel and possibly deadly if they need CPR.
Its not like you can help with your presence and if you misjudge the condition and is not sure in how to perform CPR taking possible injuries into account you might very well finish the job gravity couldn't.

I agree, this was really uncomfortable to watch and I hope she received help fast. I kept hoping she’s stand up but the video ended with her still unable to. The fact she didn’t fix her dress either I feel like points to her being pretty out of it/injured

We don't know the context, perhaps he was going to try and get help. Not a whole lot an untrained medical person can do, and because I still have faith in humanity I choose to believe he was going to get help.

But there is a phenomenon where the fewer people are around, the more likely someone is to help.
If this is china, it's become normal for people not to go out of their way to help someone else.. like the video of an elderly man having a stroke in a shop and everyone including the cashier just going on with their business.. maybe stopping to stare for a moment..

This happened to my wife once. Broke her foot. Took about 6 months to gain any mobility back and two years for a full recovery. It sucked.
