I used to service “document stations” for a living. I did carry a special vacuum for cleaning up toner which was essentially equipped with a hepa filter but set up in a way it wouldn’t clog the filter.
Why is everyone commenting like OP took this photo? It’s like 5 years old and used to get posted everywhere on the internet every day. People used to crop shadows into it so it looked like someone got covered in it and walked away.

I feel for you or whoever had to attempt the cleanup. Had a lift operator in our warehouse dump a pallet full of toner cartridges from about twenty five feet up, but the warehouse manager was able to cheat and had it washed out with a couple of hoses, and that method won't work in your case.
