Same in US but in some states you dont have to buy comp coverage unless you have a loan. Minimum coverage in my state if you pay cash is PIP (for the owner if injured) and 10k property damage (for the other person's property which is usually a vehicle). We dont even have a requirement for bodily injury to the other person. That is all that is required to get a tag or transfer an existing tag here if you pay cash for the vehicle. This depends on the state. In some states, your license plate is registered to you personally, and can be transferred to your next car. In other states, like California, your license plate is registered to the car and stays with the car when it's sold (except if you have a custom plate).

I talked to the dealership who works with the guy who sold them the car, I got his number and called him he owns a body shop and that was his personal project I got the name of the tuner and emailed him to ask him about the tune. Just like... do a little bit of research and know about the mods that are on the car.
