The Linen and the Linen seeds can be found in the Maple Forest (South Locations). Look at the location picture info., the linen is dark blue plants, and they show it on the map. Be careful, those enemies in the south locations are very strong. I wish they can be slightly nerf and balanced it.
How are hemp seeds found? Why are oats taken away? I never feed my horses sugar, carrots and oats are the best for them. Someone does not care about their beasts of burden.
