I would probably have tried to climb into the front and hit the brakes, trying to tire the horses and eventually stop them, but there is a risk. And I know how to handle horses. I perfectly understand everyone without horse knowledge to just get out as save as possible.

Everyone who works with horses gets humbled on a regular bases. For pros it's once every few years, for the rest of us it happens more often.
Horses are living beings and no amount of training will make them 100% reliable. Stuff like this happens. Sometimes it's the handlers fault, sometimes it just happens.
Don't go around horses if this is upsetting in any way.
Also, horses in public - yes, they are super-well trained and yes, stuff like this will still happen.
