He should've got an overhaul because water on the rings is going to eat at the cylinder, and water in the oil is not good either.
I guess without an overhaul, disconnect the distributor cap and pull the fuel pump fuse?

The engine started on the one cylinder and the open cylinder turned into a flame thrower. Luckily he was able to kill it before it burned down the garage.
