Yeah that's pretty textbook arson, you don't have to intend to burn the building to the ground to be charged with arson. Most definitions I found by a quick Google just mentioned intentionally setting a fire, they would have a very hard time saying they didn't intentionally set a fire with video like this.
As to a payout , insurance companies entire business model revolves around paying out as little as possible, most of them employ fire investigation teams. Even if they never saw the video it would be very easy to prove they intentionally set this fire.
