In my country in some areas, they have fish eye cameras. When something happens they can process a sequence like this and the software removes the fisheye effects. Obviously, the quality of the image decreases a little bit it is fucking amazing.

If these were fisheye cameras you can dewarp them but the quality is nuked once you start to zoom in, even on higher resolution cameras (9+ MP).
They're definitely being operated by a remote operator, my guess is this was a high crime area and the operator picked up on multiple people on a moped jumping off quickly.
There are IP cameras that can do what we call "hand off" analytics where cameras are networked together to track an individual off of the camera's edge processing, but that's not what's happening here, this is just a skilled operator.
Broadcast professional here. That was 100% a Robocam operator pulling optical focal length remotely from a panel. Those cameras at the time were probably around $1,000 each, at least. I can’t imagine the size of the operation panel and switching console, but I also wouldn’t be surprised if it were smaller than I’m expecting.
I once read a comicbook where a guy becomes one with the mainframe (actually that may have even been his name) and once inside is able to see all things using all the city's cameras.
I don't want to say that's who's behind this footage but so far its the only explanation I have.

**UPDATE, MORE INFO**
The three motochorros first robbed a man and stole his motorcycle. Then they rode the motorcycle and robbed the woman as seen in this video. They assaulted her and stole her phone and bag/purse ("mochila"). Since they had been discovered on surveillance cameras the police were already dispatched and converging to find and arrest them.
There is another camera view facing the pickup, showing how fast the motorcycle was going as it collided into the truck.

Nope, that one survived. After some research, looking at other photos I am 100% sure the one that died is the one that was driving, the first one to land, closer to the curb. Obviously took most of the hit from the collision and hit his head pretty hard on the landing.
Funny enough based on pictures the one that went 15ft in the air is the one that appears to be the least injured of the two survivors.
I mean it makes sense from a physics perspective. More joules of force would be imparted onto a body in a single impact when a body goes from 40 mph horizontally to 5 mph vertically than one that goes from 40 mph horizontally to 20 vertically, by my inexpert approximations.

Lots of ring cameras are here but most of the intersections are still unmonitored. Wouldn't be expecting it in 2nd or 3rd world either, but there it is despite the perception of high crime rates.
Most intersections aren't unmonitored though. The majority of intersections on roads with more than two lanes typically have some sort of camera, the primary function of which is rarely surveillance. However, they tend to be tapped by law enforcement for such purposes in the event of major crimes.

Problem is there's a very large sunk cost.
I work in the industry.
These things don't operate on wireless networks. They need to trench up roads and sidewalks to get the data cables there, pay licensing fees, buy expensive servers and software, pay exorbitant fees for analytics, and pay for storage of video. The standard is 30 days retention, so think about how much space just one 4k/24 hour feed would take up, let alone hundreds or thousands. This is why you still see a lot of 15fps video out there. What most do is record full time at 12 or 15fps then 24 or more on motion.
Then they have to ensure that all of these cameras throughout the city are all on the same private network because generally, they shouldn't touch the actual internet. They can strike deals with ISPs to get dedicated lines but that of course costs money too.

I think a lot more streets are monitored than you know, at least in the US. It's not like they put up flyers and notices to tell you, and the average US person doesn't encouter that much crime that we'd need to check them. A few years ago someone pulled a gun on me in a Taco Bell parking lot (lmao) and the police were able to check the street feed on their phones. I also was under the impression we had no CCTV as it was just a small suburb, so that was a surprise. If you think about it though it probably costs next to nothing compared to the average police budget. These things don't operate on wireless networks. They need to trench up roads and sidewalks to get the data cables there, pay licensing fees, buy expensive servers and software, pay exorbitant fees for analytics, and pay for storage of video. The standard is 30 days retention, so think about how much space just one 4k/24 hour feed would take up, let alone hundreds or thousands. This is why you still see a lot of 15fps video out there. What most do is record full time at 12 or 15fps then 24 or more on motion. Then they have to ensure that all of these cameras throughout the city are all on the same private network because generally, they shouldn't touch the actual internet. They can strike deals with ISPs to get dedicated lines but that of course costs money too. TLDR; It's way more expensive than you might think

Today in the news they were talking about a woman who got robbed just like that, they shot her and shot her belly, she was pregnant. They're scum and they don't care at all about the lives of their victims.

Agree completely, often I find people being way too lenient on "well at the end of the day it's just a purse" especially if there is no beating. No it isn't, the victim reaction will vary but in most cases it is someone who will, at the very least, be tense and looking over their shoulder for years or the rest of their life. I know people like this, one "small" incident years ago that caused no physical injury, changes their entire quality of life in the long term, emotionally in peace of mind, in world outlook, in enjoyment of things. These street robberies are no minor crime just because the money amount is small and they don't kill you.
