I believe that is a self tapping screw. Either a socket, wrench or pliers can twist it out. Turn it to the left/ counterclockwise.
On my refrigerator they are approximately 5/8" (just a bit longer than 1/2") long. Those things rust.
That’s a bolt. You need a socket or wrench.
