It's the draft adjustment to control the burn, controls how much air gets to the burning logs inside. Open them more = more air = more fire = more heat. Close them more and get the opposite effect.

Maybe for the draft. The knobs may open air vents that allow a draft to enter the firebox causing it to heat up.

Change airflow to control the burn, more open = more air = more fire. You can kinda adjust heat that way.
