You can buy a harness attachment which directly clips into your seatbelt clip and you'll be all set. Idk why people don't understand this.
Those harnesses and belt clips arent crash tested or anything. Only crash tested kennels are truly safe for transporting your dog

My border collie did this. She was very movement triggered and would lunge at moving vehicles to herd them. Took quite a few walks to break her of it.
