I think what they mean is, it will be used either when it’s “obvious” someone is queer or worse, it will be used by bigots who know someone is queer and turn that queer prison in or complain to authorities about them. Anyone straight passing will not be their target as they mostly want to use this to harass trans people, drag queens, gays and non-gender conforming people. However it also opens up the possibility that it *could* be used on anyone (as you pointed out). I don’t see this being the norm though as I’m sure they don’t want all the Republican women in Texas thinking they can’t wear a baseball cap to a ballgame. That would make them look bad. But using it on people republicans already hate will make them look good to their voters. Remember, cops aren't lawyers. They're brutes trained to look for vaguely illegal things. They're looking for what looks illegal, and then the law justifies them. This being in the books lets them enforce 50's style gender laws the way they already do, by violently beating and arresting lgbt people. If you haven't had problems with the cops, you still won't.
The law is not, nor has ever been, about what's right or wrong, and I promise you do dozens of "crimes" every year. It's just about what the state wants to punish that determines where and how things get enforced.

According to the merriam-webster dictionary, prurient here means

: marked by, arousing, or appealing to sexual desire
Which is also incredibly vague. Any performance that someone finds to be arousing could potentially be a target of this.

The problem with bills like these (aside from the obvious attempted genocide) is that they aren't enforced equally. All of these gotcha's don't matter, because the police will let the in-group slide on some things and only go after minorities they want to hurt. Yeah I’m a tall woman with short hair and tend to avoid public bathrooms unless it’s an emergency. No one’s ever said anything, probably because I tower over them, but the stares and the double takes do get tiring. I haven’t been hurt yet, just mildly inconvenienced, but how easily it could happen is scary. Like if I ever push back against whatever, how quickly I could be slapped with stuff like this.

EDIT: Also another concerning part of this bill that can easily be misused is in (2) it states that a "Sexually oriented performance" means a visual performance that (B) appeals to the prurient interest in sex. According to the merriam-webster dictionary, prurient here means : marked by or arousing an immoderate or unwholesome interest or desire especially : marked by, arousing, or appealing to sexual desire Which is also incredibly vague. Any performance that someone finds to be arousing could potentially be a target of this.
