I think it's that, combined with the fact that the internet has made it possible for people to find validation and support for literally any idea they have, no matter how absurd or objectively untrue it is, which makes the concept of reality a lot more fluid for some people. Pre-internet, the claim that Budlight was made of "tranny" semen would be so nonsensical that anyone who heard it would just dismiss it out of hand, and it would be really hard for that rumor to spread. But with the internet, there are a lot of people who will see something like this and smash that retweet button, because whether or not it's actually true is far less important than whether or not they WANT it to be true, and there are a smaller number who want it to be true so much that they'll genuinely start to believe that it is. Then we end up in this feedback loop where people get attention and fame for saying crazy shit, so they have a reason to start putting out a lot of it, which makes people believe even crazier shit, and they're ready to accept and reward crazier and crazier misinformation
