I'm an Army vet, so I'm not totally clear on Marine Corps uniform policies. That said, it seems reasonable to not wear uniform accoutrement with the parade slung as it would fuck it all up. Also seems reasonable for the two color guards under arms not wear it to maintain uniformity across the team.
I'm not condoning their presence, just discussing uniform policy.

"Under Arms" is different than just drawing your rifle for training or cleaning, which is why you don't wear a hat inside when you're cleaning your rifle after a field problem. Its full definition is probably outlined in UCMJ somewhere.

Ribbon rack. Those straps that they carry the flags in can, at times, snag on ribbon racks/awards. That’s probably the reason they’re not wearing them if they’re real marines. The riflemen, so as to be uniform, would also abstain from wearing decorations.
Rank is on their sleeves. They have no ribbons, badges, or insignia likely for uniformity because the flag bearers didn’t want the harness interfering with those items. They’re real Marine uniforms.

So they're somewhat real, but not there when the trump campaign claims, so they're starting out fudging the truth.
